Job Description:

  • Provide the leadership and oversight for the regulatory functions and business operations of the Joint Secretariat and management of the staff in the Joint Secretariat.
  • Provide regular reports and expert advice to the Executive Board to support good governance and decision making.
  • Coordinate the development, implementation and monitoring of both strategic and operational plans.
  • Lead the development and monitoring of a Business Continuity Plan and Business Risk Register;
  • Ensure compliance with sound financial management policies and practices and regular financial reporting requirements; development of financially responsible budgets; and sufficient funds are secured for ongoing, effective operation of the Joint Secretariat.
  • Ensure compliance with contemporary Human Resource management policies and practices that builds an effective organizational culture that focuses on quality improvement through induction of new staff; staff supervision; regular staff performance evaluation; and professional development opportunities.
  • Establish and maintain effective relationships with stakeholders including the five health profession Councils, Ministry of Health, public and private health care providers and education providers, health profession associations and health donors.
  • Lead the implementation of the new Law on Regulation of Health Professionals including:
    • initial registration of all health professionals and a renewable license to practice for health practitioners;
    • investigation and management of complaints against health practitioners relating to a health impairment (mental of physical); professional competence or professional conduct;
    • professional standards and codes of practice;
    • enforcement procedures in relation to initial registration and license to practice.

Job Requirement:

  • Minimum of a Bachelor degree in business administration, management, health care, and/or a related field;
  • Comprehensive knowledge of health profession regulation including legislation in Cambodia and the health care system;
  • Minimum of five years of senior management and leadership experience working in a non-governmental organization (NGO) or in the health care sector in Cambodia;
  • Experience working under the direction of an Executive Committee or governing body;
  • Demonstrated ability to work in a complex work environment with the five health professions Councils;
  • Sound organizational skills, including ability to prioritize and effectively manage teams, multiple tasks and deadlines while maintaining attention to detail;
  • Experience in developing, implementing, monitoring and evaluating strategic and operational plans;
  • A demonstrated ability to analyze and communicate data and metrics in order to monitor the effectiveness of the secretariat in helping the Councils achieve their goals;
  • Experience with implementing sound financial practices, budgeting, monitoring and reporting that includes financial accountability and transparency;
  • Sound interpersonal and communication skills, both oral and written, to interact effectively with the Executive Board of the Joint Secretariat and maintain productive working relationships with a range of stakeholders – Ministry of Health, health profession Councils, health donors including and implementing partners;
  • Ability to lead and work collaboratively and effectively as part of a team; be pro-active and flexible; and
  • Demonstrated ability to exercise judgment and resolve issues in accordance with agreed parameters.
  • Skills and knowledge to effectively work with various computer programs, s Microsoft Office for email and calendar, word processing (Word), spreadsheets (e.g. Excel), presentation software (e.g. Power Point), and database programs;
  • High level of proficiency in speaking, listening, reading and writing in both Khmer and English;
  • Sound knowledge and experience in interpreting and implementing Cambodian law in health profession regulation
