Job Responsibilities

Leadership & Influence
  • Draw on experience in a large complex organisation to develop and implement initiatives which develop the effectiveness, efficiency and success of NGO;
  • Contribute to senior management team initiatives which results in quality improvements.
Operational Management
  • Ensure proactive management of service teams (Human Resources, Supply Chain, IT, Administration), planning and aligning staff to the strategic objectives of NGO activities;
  • Increase operational efficiency by improving systems, database management, reporting processes and systems, reducing duplication of effort;
  • Ensure continuous improvement, systematic risk management through review and improvements to internal systems;
  • Ensure compliance with all local governance and legal requirements;
  • Review existing systems on an on-going basis, improving internal controls & ensuring compliance with NGO’s policy and procedure.
HR Management
  • Develop and implement an integrated HR strategy which supports and develops the organisation and the engagement of NGO people in organisational success;
  • Ensure efficient systems and processes are in place to enable effective and astute recruitment, development, management and retention of paid NGO people;
  • Ensure successful management of the HRIMS and that accurate records are maintained, using this date to influence future decision-making;
  • Implement the organisation’s Workforce Plan and ensure application of the job evaluation and associated pay scale;
  • Develop and maintain a suite of clear helpful HR Policies. Communicate these policies to ensure familiarity and compliance across the organisation;
  • Review and fully implement the Performance Management approach, including an aligned staff development program.
Supply Chain Management
  • Manage and oversee the strategic supply chain function in the whole organization including review & implementation of the procurement plan, sourcing selection and evaluation of suppliers, delivery, quality management, customer relationship management, e-procurement evaluation of performance & contract;
  • Strengthen internal control systems including purchase order tracking, financial tracking and development/management of rosters of qualified suppliers;
  • Establish an effective stock management system at the central warehouse and all facilities, with accurate & timely tracking & reporting;
  • Ensure all stocks are consistency supplied and widely distributed to all facilities.
Administration and Facilities Management
  • Manage the provision of effective administrative support across all facilities & buildings;
  • Successfully manage services such as fleet management, guard services, cleaning/maintenance, services etc;
  • Oversee the overall maintenance of the office, facilities, residential care, assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized);
  • Ensure safety of staffs and students are protected by fostering occupational safe and health (OHS) at all facilities.

Job Requirements

  • Master Degree of Business Administration, Management, or related field.
  • Demonstrated ability to work with ambiguity, problems and opportunities, to work collaboratively and make astute and defendable decisions which contribute to organizational success;
  • Expertise in developing and implementing systems and processes, policies and initiatives which ensure continuous improvements and risk management;
  • High level of HR competency and familiarity with contemporary approaches. Experience in developing & implementing quality HR systems within organisations;
  • At least 5 years of experience in similar role and responsibilities. Demonstrated experience in achieve excellent and quantifiable outcomes;
  • Significant experience as an Operations Manager in a large organisation, where oversight of a range of functions has built expertise in HR, IT, supply chain management and other business service;
  • Visibly ethical: able to engage and influence others as a credible leader who wishes to make a positive difference in the lives of some of the most impoverished young people in Cambodia;
  • Leadership and exceptional interpersonal skills: a high degree of self-awareness. Ability to successfully lead a team of professionals, clarifying expectations, aligning them with organisational expectations, developing and motivating them and holding them accountable;
  • Communication and relationship management skills: able to manage relationships and work collaboratively with internal colleagues and high level external stakeholders;
  • An energetic self-starter with resilience, fast pace, interpersonal skills;
  • Ability to be flexible in the face of changing priorities while maintaining a sense of humor when dealing with difficult situations.
