We are seeking a high performing HR Manager to build upon strong strategic relationships with key stakeholders to drive the people agenda forward. Reporting directly to the HR Director of our group, who based in Vietnam, you will be responsible for delivering HR solutions in Cambodia that enable the business to perform at its best and assist in delivering KPMG’s “Best Firm to Work With” strategy to the business.




Manage the full recruitment life cycle for key business units across the firm to include:

  • Obtaining necessary approval for requisitions and agreeing the recruitment process with individual hiring partners
  • Proactively attracting and sourcing candidates directly via a range of methods to include but not limited to: websites, social media and internal systems
  • Promoting the employee referral scheme with a view to increasing the number of hires from this source
  • Developing a detailed understanding of professional services, specifically the roles and business units assigned
  • Short-listing applications, conducting competency based interviews and assessments, providing timely feedback to candidates, clients and recruitment agencies
  • Provide drafting job descriptions and ads, posting job ads, screening and short--‐listing candidates, arranging and conducting tests/interviews and reference checks, and employment contract negotiation and preparation, execution;
  • Building and maintaining strong relationships with key universities and recruitment agencies
  • Ensuring a smooth on-boarding process for newly hired employees and proactive candidate management to ensure they are engaged throughout


HR General

  • Work closely with the HR Team in developing and implementing HR programs, processes, and tools;
  • Provide advice to top managements on labor laws and ensure the Firm's Compliance with Cambodian Labour Laws;
  • Maintain a clear, efficient, and accurate records keeping system for all HR transactions and records;
  • Handle employee relations investigations and reporting, and process HR transactions
  • Develop and deliver presentations on various HR topics for the leadership team
  • Contribute to wider PPC projects & drive business performance through the delivery of people strategy


Compensation and benefits

  • Analyzing and reviewing total compensation and benefit programs in the region and recommending changes and improvements
  • Executing Compensation and Benefits policies, ensuring compliance and competiveness
  • Partnering the business to improve and fine-tuning programmes to suit business needs.
  • Coaching HR and local management on compensation and benefits philosophy, positioning and practice.
  • Conducting studies of compensation practices and market rates, analyzing internal and external pay equities, making recommendations for specific changes and/or general adjustments.
  • Managing the development and implementation of merit and promotion, increasing programs linked to performance, and developing and monitoring annual salary increase budgets.



  • Prior experience working at a professional service company is an advantage
  • Prior experience working in a multicultural workplace is an advantage
  • Friendly and approachable, with good people skills
  • Languages other than English and Khmer would be an advantage


Skills, Knowledge and Experience

  • Bachelor’s degree from an accredited college/university in human resources development, business management or other related disciplines
  • At least 8 years’ relevant experience in delivering management skills training, recruitment and people talent managment
  • Strong understanding of HR analytics, psychometrics, and key performance indicators
  • Proven consulting and relationship management skills to build credibility and enduring relationships with business leaders locally and globally
  • Excellent presentation and facilitation skills and prove ability to deliver at Executive level
  • Mature and possess a strong sense of responsibility
  • Mobile and willing to travel
  • Solutions-driven while maintaining wider perspective
  • Work well under pressure
  • High degree of personal maturity and professional roundedness
