NGO Education Partnership (NEP) seeks an experienced leader to implement a new strategic direction for NEP and its 150+ member organizations. This is an opportunity to play a key role in advocating for inclusive and quality education services and building a strong network of CSOs with the capacity to engage in policy dialogue, joint initiatives, and the education sector reform process.


The Executive Director will oversee NEP's current portfolio of projects and initiatives while leading the development of the NEP program and ensuring the long-term sustainability of the organization. The executive director will also continue to strengthen NEP’s strategic partnerships with the Ministry of Education, Youth and Sport and development partners as the voice of NGOs operating in the education sector.

NGO Education Partnership (NEP) is the leading membership organization for education CSOs in Cambodia. Today, NEP represents 150+ member organizations, coordinating dialogue and cooperation among key stakeholders to improve the quality and accessibility of education in Cambodia. NEP is proud of its strong relationship with the Ministry of Education, Youth and Sport (MoEYS) and is well recognized as a strategic partner and voice of NGOs operating in the education sector.

NEP now seeks a qualified person who is excited about our work to fill the position of Executive Director to be based in Phnom Penh.



Governance & Management:

  • Provide overall direction, leadership, and management to NEP and oversee all if its activities
  • Ensure that the highest ethical standards of good governance and financial management are practiced
  • Lead the development of NEP Program for funding to achieve NEP’s Strategic Goals
  • Manage (and recruit as necessary) NEP staff team, provide feedback and support to ensure a positive work environment, develop capacity as needed, conduct annual staff performance reviews
  • Meet regularly with the Board; and in advance, prepare regular reports on NEP activities for submission to the Board
  • Prepare annual operational plan and budget for Board’s approval
  • Manage the planning and preparation of NEP’s Annual General Meeting and the election of Board members
  • Ensure that NEP’s Strategic Direction document is updated regularly and fully implemented
  • Manage the relationship with existing and potential development partners/donors to ensure security of funding for NEP’s activities


Relations with Government & Development Partners, Policy Reform & Advocacy:

  • Be fully involved in major education reform, ensuring clear and transparent communication between NEP member, RGC, and development partners by:
  • o Representing NEP at meeting with the Royal Government of Cambodia (RGC) and its line ministries
  • o Keeping the Board and NEP members informed of all developments which might impact upon education reform in Cambodia
  • Be responsible for creating and maintain good working relations with MoEYS leadership and department staff
  • Represent NEP at policy and advocacy meetings with development partners, and other NGOs


Member Engagement:

  • Ensure regular communications with and strong engagement of all NEP members
  • Maintain the smooth functioning of NEP’s sub-sector and thematic working groups to assist NEP’s advocacy & research
  • Ensure that the highest ethical standards of good governance and financial management are practiced in the sub-national education NGO networks



  • Cambodian national with a degree or preferably a post-graduate degree in Education, Public policy, or other relevant field
  • At least 5 years progressive experience working in a managerial position, preferably in the NGO sector
  • Excellent and thorough knowledge of education policy and advocacy, and particularly SDG4
  • Demonstrated knowledge of formal and non-formal education sectors in Cambodia
  • Proven commitment to work with multiple and varied stakeholder to improve education in Cambodia
  • Excellent communication, facilitation and public speaking skills
  • Fluency in spoken and written Khmer and English
  • Computer skills – Microsoft Word, Excel, PowerPoint
  • Flexibility to travel 30% of the time (outside of Phnom Penh and overseas)
  • Demonstrated commitment to teamwork
