Full Time Provincial Project Engineer Consultant for Stung Treng


The World Bank has approved a US$15 million funding assistance credit to the Government of Cambodia for Mekong Integrated Water Resources Management Phase 3 (M-IWRMP-3), credit number 5777-KH. The project will be implemented in the Mekong river basin at the Northeast of Cambodia and the implementation duration of the Project is 5 years (2016-2020).


There are two components under this project of which Component 1 is managed by Fisheries Administration (FiA) as Implementing Agency for supporting the Fisheries and Aquatic Resources Management in Northern Cambodia and requires one Provincial Project Engineer Consultant for Stung Treng to assist and advise on all infrastructure-related activities of the project.


The National Consultant will be expected to carry out the assignment with detail tasks included in Terms of Reference (ToR) on full time basis for over two (2) years period. The workplace of the Consultant will be based in Provincial Implementation Team (PIT) Office, Fisheries Administration Cantonment, Stung Treng provincial town. The ToR for this assignment can be requested through email address indicated below.


The interested consultant will be evaluated based on the qualification and relevant experience in regard to the minimum criteria listed below:

  • Bachelor degree in civil engineering or related discipline.
  • At least 3 years’ work experience in designing and implementing infrastructure projects, preparing Bill of Quantities (BoQs), and monitoring and certifying works, preferably with the participation of multiple stakeholders at both national and local levels.
  • Experience in working with local communities to design and deliver small-scale infrastructure projects.
  • Knowledge and practice of World Bank safeguard policies and instruments would be an advantage including Environmental and Social Management Frameworks (ESMF); Ethnic Groups Planning Frameworks (EGPF); Compensation and Resettlement Policy Frameworks (CRPF); Environmental Codes of Practice (ECOPs) etc.
  • Proficiency in English both written and speaking is required


The selection process will be undertaken in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 and revised July 2014.
