Job Description

Title: Human Resources Officer

Location: Phnom Penh; travel as needed to provincial branches (up to 30% of time)

Start date: as soon as possible

Salary: commensurate with experience

Reports to: Human Resources & Admin Manager

Background: i-Finance is a leading, independent and fast-growing financial institution providing leasing products for entrepreneurs and consumers. The company is looking for who wish to develop their experience to fulfill the position as Human Resources Officer (HRO) to support its expansion. As HRO, you will be responsible for the human resources management unit and other related of core business operations activities.

We are seeking an internal staff who is able to hold the human resources management unit and other related to HR issues without oversight. You must be a fast learner and kindly support operations with a clear and comprehensive understanding of the inner-workings of financial institutions. This is a unique opportunity to join a young, professional and ambitious team within the fast-growing leasing market.

Main tasks and responsibilities

Overall Management of Recruitment & Selection as well as Payroll Management

  • Responsible for recruitment & selection process as well as follow up
  • Ensure all vacancies post are filled with the suitable candidates within the targeted
  • Received the new employee request from all departments and branches
  • Arrange job advertisement, screening CV, testing and collaborate with HR & Admin Manager
  • Make the selection and process salary request for new employee and existing to CEO for approval
  • Control employment contract both new and existing employee
  • Preparing monthly employee payroll and process
  • Responsible for preparing staff contract including ATM card/ACC. number process
  • Responsible for staff insurance management and NSSF process
  • Staff Attendance and disciplinary check up
  • Preparing personnel file and keep it as appropriate
  • Ensure that the employee have to be onboard
  • Responsible for networking such as: Universities and other related organizations
  • Preparing all tasks relevant to HR documentation
  • Other tasks assign by HR & Admin Manager


Human Resources Compliance

  • Ensure that all human resources policy and procedure are complies with labor law
  • Ensure that all staff are aware with human resources policy, internal rule and procedure
  • Ensure that all daily issues that compliance found must be resolved and taken action immediately and recorded in daily, weekly, and report
  • Overall compliance tasks


Team Building & Development

  • Good teams support and development to ensure that their professional growth
  • Ensure staff receives appropriate training and support


Your experience and skills

  • Bachelor’s degree in Human Resources, Management, Economics or related field, or equivalent work experience over than 2 years with I-Finance Leasing Plc is required
  • At least 2 years of experience in a financial institution
  • A fast learner of developing and implementing of HR strategic plan
  • Excellent organizational, planning, communication, analytical and problem-solving skills
  • High level of customer service and strong willingness to work in the HR field
  • Experience managing and motivating staff
  • Good interpersonal, communication and training skills
  • Good of computer literacy
  • Good English proficiency, both written and spoken
