Bright Victory Mekong Petroleum Import & Export Co., Ltd (BVM) is a petroleum importer operating in Cambodia since 2008 by providing quality gasoil and gasoline nationwide.

We are looking for Senior Recruitment & Retention Officer who will be based in Phnom Penh to support and grow our business. The position reports to Human Resource Manager. It is expected to be filled as soon as possible.

Position: Senior Recruitment & Retention Officer

Job Grade: Senior

Function: HRM

Location:  Phnom Penh

Schedule:  Full-time


-       Provide strategic support and execution of recruitment, data analytics and robust talent acquisition strategies

-       Advertise employment opportunities internally and externally and coordinate recruiting function via website/social network., etc

-       Engage in career fairs, hiring events, and workshops; create a positive candidate experience by providing the highly performance culture

-       Be in charge of recruitment to provide qualified candidates as requested by department

-       Maintain employee personnel records in accordance with department protocols

-      Assist in the orientation of new or transferred employees, and also develop 
checklists, tools and other resources to facilitate such orientation

-       Work with management to assess and plan developmental opportunities

-      Review, update, and classify job descriptions for existing and new positions

-      KPI setting and coordinate the preparation and processing of employee performance
reviews and evaluations

-      Analyze recruitment and retention trends to develop sound solutions, programs and services that are efficient, and support the BVM’s mission and goals

-       Participate in overarching team goals and initiatives, offering innovative, constructive ideas to further the departments’ retention and engagement

-       Cultivate partnerships with HR teams and departments with requirements requests; ensure continued engagement and productivity

-       Manage the implementation and delivery of the recruitment and retention action plan

-       Manage the creation and maintenance of workforce information - structure charts, staff  summary information etc


-       Bachelor’s degree in HRM, MBA or related field preferred

-       At least 4 years of recruitment & retention or similar experience preferred

-       Demonstrated knowledge of and experience building/implementing employee retention and engagement in the workplace

-       Be flexible, challenging, honest, hard-working and high responsibilities

-       Continually adapt to new and changing circumstances; strategize and make changes to ensure use of the most efficient and effective practices

-       Good knowledge of English both speaking and writing

-       Proficiency in computer skill including Microsoft office (Excel and Word)
