Description:

ACF is seeking a talented and experienced Cambodian national with outstanding qualifications for the above mentioned position. This is a challenging and rewarding position with a high level of responsibility.


1. Professional Development & Training

The TRM will work in close cooperation with the MT and the ACF Legal Services Department to develop, coordinate, and implement effective training strategies for the ACF and the AC. This responsibility includes, but is not limited to, the following tasks:

 

  • Assessment of Professional Development & Training Needs
    • Together with Legal Services Department (LSD) assess the training/capacity building needs of AC member, ACF and SAC personnel, Key stakeholder and other relevant stakeholders of the AC.
    • Develop and update necessary tools and systems for assessing the training/capacity building needs of relevant groups,
  • Development and Implementation of Training Programs
    • Together with LSD develop long term implementation strategies to maximize opportunities for the ACF to promote the objectives and strategic direction of ACF specifically through its training programs,
    • Develop and implement programs and strategies to effectively address internal training/capacity building needs of relevant groups,
    • Develop and implement programs and strategies to address external stakeholder training needs, which will also further the development of AC/F services,
    • In close cooperation with the ACF legal department, design targeted training programs content consistent with the AC/F training strategy,
    • Conduct trainings and coordinate with other trainers to ensure participants receive high quality, effective trainings,
    • Oversee the coordination and performance of logistical and administrative arrangements, including language translation as may be necessary, to ensure trainings are carried out efficiently and in a professional manner,
  • Evaluation of Training Needs
    • Evaluate the efficiency, effectiveness and impact of trainings and trainers, re-assess training needs and re-design training programs accordingly,
    • Collaborate with the ACF Monitoring & Evaluation Coordinator regarding monitoring and evaluation of trainings,

 

2. Communications

The TRM will work in close cooperation with Management Team and relevant ACF departments to develop, coordinate, and implement effective communications strategies, information systems and partnerships between the ACF, the AC Secretariat and the Council. This responsibility includes but is not limited to, the following tasks:

  • Oversee the development and distribution of ACF publications and publicity information,
  • Oversee the development of website and the library,
  • Maintain, facilitate and improve internal communications between all three of the AC, the ACF and the SAC,
  • In collaboration with the MT, facilitate and improve internal ACF communications between departments,
  • Develop, implement and maintain strong external communications to achieve AC/F objectives, ensure appropriate awareness of AC/F services and success, and address perceptions of the AC/F in the community,
  • Establish, develop and maintain partnerships with key industrial relations institutions and stakeholders to strengthen the AC and the ACF, including coordinating stakeholder meetings and consultative sessions,
  • Expand knowledge sharing opportunities with other relevant external community sectors,
  • Actively assist ACF leaders to build relationships which enhance the effectiveness of the AC and the ACF,

 

3. Public Relations

The TRM will strongly support the direction and vision of the AC/F through identifying and building effective partnerships, encouraging collaboration with stakeholders, and promoting the AC/F to ensure positive visibility of the organisation in the community and maximum achievement of AC/F strategic outcomes. Tasks related to this responsibility include:

  • Develop and maintain programs and strategies in respect of media relations to promote awareness and understanding of the AC, the ACF, dispute resolution and industrial relations,
  • Support ACF leaders to engage with the public by identifying community engagement opportunities for AC/F to further strategic objectives, and managing and coordinating both internal and external events, particularly those with an aspect of public relations,
  • Develop systems to ensure that Arbitrators and other stakeholders are kept informed of the information which is relevant to them,

 

4. Sustainability

The close collaboration with ACF Management Team, the TRM will contribute to and implement strategies relating to AC/F institutional development, including integrity of process and quality of work to ensure continuous quality improvement to the system and substantive work of the AC/F. This responsibility includes the following, as well as other activities to be initiated by the TRM as appropriate:

  • Present mid and long-term strategy regarding training, communications, and relationship which takes into account ACF mission, beneficiaries, and range of service provisions.
  • Provide support to ACF leaders to ensure quality of work remains high, through the recruitment, ongoing professional development and retention of AC/F personnel and by maintaining a work climate that attracts, keeps and motivates a diverse staff of quality people.

 

The required qualities of the ideal candidate include:

  • Master Degree or higher degree in law, industrial relations, or related fields;
  • At least four years’ experience in a responsible position, working in the fields of labour law, alternative dispute resolution (including mediation and arbitration), industrial relations, rule of law, and/or legal instruction;
  • At least three years’ experience in a responsible management or leadership position;
  • Excellent legal research, language, analysis, training, and communication skills;
  • Highly motivated individual with proven ability to take initiatives and to work efficiently under pressure;
  • Ability to work creatively within a team to analyst and solve problems;
  • Fluency in Khmer and English;
  • Experience in Khmer-English-Khmer legal translation is an advantage; and
  • Excellent working knowledge of MS Office, the internet, and e-mail.
