Description: Responsibilities:
  • Monthly and daily accounting records and management
    • Maintain day-to-day accounting records, payments, outstanding advances management
    • Record all financial transactions into the system
    • Issue invoice as needed
    • Review finance vouchers and supporting documents
    • Ensure the completeness and accuracy of data entry through checks and balances.
    • Monitor and check the appropriateness of each voucher and ensure proper authorizations have been obtained.
    • Ensure finance policies are being applied to each transaction.
    • Perform month-end books closing procedures and accounts reconciliation
    • Coordinate with support offices for funding received by company
  • Budgeting & Reporting
    • Prepare and analyse financial statements to ensure spending is in line with budget.
    • Provide regular reporting against budget and other relevant reports to management and donors
    • Responsible for all project/donor reporting requirements relating to Cambodia projects and company Head Office.
    • Participate in budget preparation and mid-year budget review processes
  • Cash Management
    • Prepare monthly cash flow forecast
    • Manage daily cash flow (cash and bank accounts)
    • Prepare bank reconciliations
  • Donor management, audit and compliance
    • Oversee, manage and track all donor requirements related to Cambodia projects.
    • Ensure compliance with donor reporting deadlines and requirements.
    • Act as key contact point for donor enquiries relating to Cambodia projects.
    • Provide monthly updates to senior management and project managers on any donor issues related to their projects.
  • Processing of Vouchers
    • Responsible for processing all transactions relating to Hagar as a whole.
    • Organize, manage and monitor the processing team.
    • Ensure the completeness and accuracy of data entry through checks and balances.
    • Monitor and check the appropriateness of each voucher and ensure proper authorizations have been obtained.
    • Ensure finance policies are being applied to each transaction.
  • System Maintenance and Management
    • Develop appropriate system control to ensure compliance with Hagar policies.
    • Oversee, co-ordinate and manage all maintenance and ongoing update requirement for System.
Qualification
  • Education:
    • Minimum Bachelor in Accounting/Business Administration or related field.
  • Experience:
    • At least 5 years’ experience in finance/accounting field in NGO
    • Experience in accounting records keeping, financial management and donor reporting
    • Practical experience in daily cash management
    • Good experience in donor management, audit and compliance
    • Experience in system maintenance and update
  • Skills and Knowledge:
    • Advanced financial management/accounting skills
    • Computer proficiency in the use of Microsoft Office and QuickBooks Online
    • Competent in both oral and written English
