Description:

Purpose:

The Administrative Manager is responsible for coordinating all admin operations and performance related to the difference Teuk Saat 1001 offices. As one of the master department, he/she have to ensure that administration department as a whole act as the backbone of the organization. The “Admin” Department is here to help each Teuk Saat 1001 employee in their working environment. He/she will deals with staffs contracts and the organization of the life in Teuk Saat 1001. He/she will be the head of the department that manages all the offices thanks to the work of TS1001 admin/cashiers on the different branches. He/she will finally represent Teuk Saat 1001 with the Government of Cambodia


Duties and Responsibilities

  • Mission 1: Ensure the compliance with local legislation (non-routine)
  • Ensure that the organization get the most update of the local legislation for compliance include Labor Law, NGO Law, Taxation Law and others.
  • Working with external legal service providers for some particular legal concerns
  • Translate the necessary Cambodia guideline for implementation to mitigate the future risks
  • Ensure all organization legal documents are valid such as License and MoU with MRD, Tax registration with Tax Department
  • Mission 2: Public Relation (non-routine)
  • Act as representative of the organization dealing various government ministries such as MoI, MRD, MoEF, MoLVT, Tax Department and Difference Provincial Offices
  • Produce, coordinate and submit all required reports to relevant government ministry offices
  • Coordinate and support any public event such as site grand opening, national and international day cooperate with ministries offices …etc.
  • Mission 3: Taxation (routine)
  • Coordinate monthly tax calculation, payment and submission in accordance to deadline
  • Act as a focal person to deal with tax department in the time off tax audit (desk, limited and comprehensive)
  • Close relation with tax department to ensure that that the organization are fully complied
  • Mission 4: Treasury Function (routine)
  • Monitoring weekly cash position for all of TS1001 branches
  • Implement the internal control include check and follow within own depart “weekly cash count” to Cashier/Administrator
  • Request all the necessary fund transfer/reallocation from Phnom Penh HQ to branches
  • Coordinate and Priority with relevant departments for disbursement schedule
  • Coordinate and validate the site clearance/debt collection schedule between operation vs administration department
  • Mission 5: HR Administration and HR Operation (non-routine)
  • Support on recruitment and selection process of high caliber candidates accordant to organizational need to achieve overall objectives
  • Retention of potential candidates and planning for mobilization / demobilization in association with Management Team
  • Maintaining Remunerations and benefits as per industry norms
  • Motivating employees to generate suggestions for the betterment of organization
  • Formulation of competent Performance Appraisal System and identification / implementation of compensation schemes to motivate the employees to get the job done with best practices
  • Training and employee development
  • HR Administration (routine)
  • Ensure the well manage of the employees documentation such as profiles, contract, termination and other
  • Monitor monthly payroll update, calculation, payment and distribution
  • Ensure the payment made by PNP HR officer on time to NSSF for staffs Accident and Health Insurance
  • Validate the final calculation for staffs who is both for resign and terminate from the organization
  • Follow up all department time sheet, leave record, leave application
  • General announcement to all staffs in regards to new policies, procedure and information (public holidays)
  • Mission 6: General Admin and Offices Management (routine)
  • Ensure the proper functioning of all TS1001 offices (PNP, KC and BTB). Equip all necessary tools for office facilities
  • Ensure the hygiene, safety and work security for all offices
  • Ensure the safeguard of Teuk Saat 1001 properties include the registration
  • Mission 7: Strategy, Policies and Procedure (hybrid)
  • Understand TS1001 vision, strategy and objectives and how administrative function fits within this
  • Act as one of Executive Committee (ExCom), build a strategy, polices and procedure for TS1001
  • Agree, communicate and implement approved policies, processes and timetables to support the overall strategy
  • Monitor and ensure compliance across the organization with policies and processes
  • Identify key opportunities, risk and control across the organization and take necessary action to develop opportunities and mitigate risks


Job Requirements

  • Knowledge
  • Senior professional with at least 10 years’ experience - ideally in both business and NGO sector - with a Master Degree in Business Management
  • Highly analytical with financial acumen
  • Proficient both in English and Khmer
