Description:

Major Accountabilities

QS Management

  • Review construction plans and specifications to complete quantitative take-offs and support estimators
  • Prepare preconstruction estimates for schematic and design development levels for project
  • Develop budget estimates by performing accurate quantity take offs using plans and specifications, or conceptual information
  • Develop and manage cost estimating deliverables for full lifecycle project
  • Participate in Value Engineering studies
  • Develop cash flow projections
  • Develop pricing and unit rates from understanding concept of productivity rates in calculation of labor rates
  • Develop processes of budget control

 

Contract Management

  • Prepare full lifecycle subcontract tender and contract documentation (BOQ, schedule of rates, tender pricing, tender analysis, tender reporting, tender management)
  • Lead and support bidding tasks including the followings: finalize project cost & alternates; verify subcontractors’ scopes & costs; analyze project risks; resolve conflicts and questions on bid scopes
  • Prepare/manage tender and procurement schedule
  • Measure completed work and evaluate progress payments claims, certify as per actual progress and arrange appropriate payments
  • Measure and evaluate change orders with contractors
  • Lead financial contract administration including preparation / evaluation / recommendation of interim and final progress payment claims and prepare final cost report
  • Evaluate the tender, do the tender analysis, negotiate with tenderers, pre-qualify contractors and vendors, and prepare the documentation for the project
  • Lead and solve contractual disputes

 

Cost Control Management

  • Perform a key role in setting the project budget
  • Review and update the budget with actual data
  • Set-up the project cost plan on the basis of preliminary budget and tenders received, monitor project expenditures and prepare cash flow forecasts associated with the project budget
  • Analyse outcomes and write detailed progress reports including updating project cost plans and cash flow forecasts on a regular basis
  • Review and coordinate the financial project follow-up including construction and labor costs, WIP and cash-flow
  • With the support of other departments, consolidate, analyses and report on project performance KPIs
  • Anticipate and alert on financial and operational risks
  • Develop appropriate risk management plan to prevent both cost and schedule over run
  • Organize regular inspection of construction sites


Qualifications and Requirements

  • Bachelor's Degree in Construction Management, Quantity Surveying or equivalent recognized technical qualification
  • Minimum 5 years’ experience in estimating commercial and residential construction projects in running tendering processes for project management consulting
  • Previous experience managing tendering and quantity surveying teams
  • Advanced time management skills including the ability to program and schedule the time of others
  • Intermediate organizational skills with the ability to implement systems and procedures to ensure efficient and transparent tendering processes
  • Advanced financial and budgetary skills with the ability to assess tendering bids for value, cost and quality
  • Advanced written and spoken communication skills with the ability write contractual letters, tendering documentation and recommendations for the company
  • Advanced sense of confidentiality
